Lucknow, Mar 25: Madhya Pradesh Governor Ram Naresh Yadav’s
son Shailesh, who was named as an accused in the multi-crore Vyapam
scam, was found dead under mysterious circumstances at his father’s
official residence here on Wednesday.

Police said the exact cause of his death could not be ascertained immediately. “He was under stress after his name figured in the Madhya Pradesh Professional Examination Board or Vyapam scam. This might be the reason behind his death as far as we think,” said a family friend, who visited Yadav’s residence here.

Police, however, remained tight lipped over the entire issue. “We have got information that Shailesh Yadav, aged about 50, died at the official residence of MP Governor Ram Naresh Yadav at Mall Avenue locality here,” said a senior police official.

Shailesh’s name had cropped up in the multi-crore scam for allegedly fixing the recruitment of 10 candidates as Grade III teachers. The Governor, who himself has been named as an accused in the scam, has been admitted to a hospital in Bhopal following respiratory problems.

Yadav, a former Chief Minister of Uttar Pradesh, has also challenged in the High Court the inclusion of his name as an accused and had sought immunity. Earlier, an accused in the scam had alleged that Shailesh took
money to help candidates.

In his statement to the Special Task Force (STF) probing the Professional
Examination Board(PEB) scam, Veerpal Yadav had alleged that he handed
over a list of 10 candidates and Rs 3 lakh to his friend Vijay Pal, who gave the money and names allegedly to the Governor’s son Shailesh Yadav at Raj Bhawan.

The scam involves massive irregularities and corruption in the Madhya Pradesh Professional Examination Board (MPPEB) or MP Vyavsayik Pareeksha Mandal.

NEW DELHI: Responding to the opposition charges in Parliament, home minister Rajnath Singh on Monday said the Centre had sought report from the J&K government on the controversial release of hardline separatist Masarat Alam from jail.

Making a statement in the Lok Sabha, Rajnath Singh said national security and safety will not be compromised and assured the House that the Union government had also taken the matter seriously and further clarification had been sought from the state government.

“We will ensure strong advisory is sent out to the state government if the clarification isn’t satisfactory,” he added.

Prime Minister Modi also made a statement in the House on the issue. “I am in sync with the outrage that is being asserted in the nation and the Parliament,” Modi said.

Modi said the Centre was not consulted by the J&K government on the decision to release Masarat Alam. “Whatever action is being taken in J&K is being taken without consulting coalition partner or with central government,” he said.

The Prime Minister conceded the Centre had to take some blame since it was in coalition in Jammu & Kashmir. But he assured the House that no step which undermined unity of the country would be tolerated. “Do not teach us patriotism,” PM Narendra Modi told the opposition.

“We have asked for a clarification on the Masrat Alam issue, when it comes we will inform you,” the Prime Minister said.

Finance Minister Arun Jaitley on Saturday proposed to enact a comprehensive new law on black money to bring back money stashed abroad.
Jaitley added that concealment of income and evasion of tax will be prosecutable with rigorous imprisonment of up to 10 years and non-compoundable offence.
“Non-filing of return will be liable for prosecution and imprisonment up to 10 years,” Jaitley said, adding, “There will be a new structure including e-filing.”
“Tracking down is our abiding commitment. This will enable seamless integration of data and effective enforcement,” he added.
He also said that beneficiary of foreign assets will be mandatory to file return even if no income.
Jaitley presented the first full year Budget of the NDA government.

Govt launches portal ‘Madad’ to redress consular grievances

New Delhi, Feb 21 Indian citizens living abroad will now be
able to file consular grievances online as the government today launched
an e-portal to address such complaints promptly with a high degree
of “accountability”.
The portal ‘Madad’ (Help) was launched at the MEA headquarters here
by External Affairs Minister Sushma Swaraj, who said the grievance
monitoring facility would enhance “accessibility” for people and
fix greater “accountability and responsibility” on officials.
“The portal seeks to significantly reform the linear process adopted
to post grievances from the originator of the grievance to the concerned
Embassy or Consulate of India abroad and cut down the time required
for grievances to be sent from Delhi to our Missions abroad and to
get them to take necessary action,” Swaraj said.
Among the chief characteristics of ‘Madad’ are to speed up forwarding
and handling of complaints, improve tracking and redressal and escalate
unresolved cases.
“After registering, the complainant can log in and file his or her
complaints, and the entire history of that grievance would be maintained
online. The authorities would be assigned responsibility through
a colour-coded dashboard that would change colour if the response
in not given in a stipulated time,” a senior official of the MEA said.
Swaraj said such “healthy intra-department competition” would act
as a deterrent for officials to not let work slide and they would
therefore respond with greater accountability now, which would ultimately
benefit people.
The official said that maximum priority would be given to cases
related to bringing back “mortal remains” of any national.
“The colour code system will follow red-amber-green pattern, ie,
missions performing well in redressing grievances would be in ‘green’,
while say those keeping inordinately pending cases would show as ‘red’.
“Also, when the colour code changes, it will escalate the case to
higher authorities and the entire history can later be accessed by
the complainant in a summary or detailed format,” the official added.
All the stakeholders, in this consular grievance monitoring, are
tightly linked to the portal, including Missions and Posts abroad
and MEA’s Branch Secretariats in Chennai, Guwahati, Hyderabad and
Kolkata, he added.
“The plan is also to have a call centre linked to the Ministry of
Overseas Indian Affairs. Besides, we are also currently working on
a mobile application to let people use the system on the go,” he
said.

Supreme Court miffed at Tarun Tejpal’s slow trial in a rape case

The Supreme Court on Friday expressed anger at the slow pace of trial in the criminal case against Tehelka’s founder Editor Tarun Tejpal, accused of sexually assaulting his junior colleague during an event hosted by the magazine at a Goa hotel in November 2013.

A bench headed by Chief Justice H. L. Dattu noted that it had specified on July 2, 2014, the day it granted bail to Tejpal, that the trial before a Goa session’s court should be completed within eight months, that is by March 2015.

But it seemed impossible now as even one year and three months after his arrest, even arguments on framing of charges could not begin. According to Tejpal’s lawyer Sandeep Kapur, despite repeated requests, the prosecution has not handed over to the defence crucial documents like CCTV footage from the hotel, copy of mobile numbers and calls being relied on and computer downloads of various mails being relied upon by the prosecution following which they had to knock the doors of the apex court.
